At the upper, left portion of the picture is seen the American Flag atop a beautiful, slim Art Deco building located at United Nations Plaza at the Civic Center.  The Flag furls most of the time -- as though almost frozen from the force of the cold western wind which drives into the City -- cooled by the frigid Pacific Ocean off the City's western coastline.
